It sounds like the second prince is suffering from some serious psychological issues. Chuuni isn’t this serious and dangerous. He seems to written an entire narrative for himself, rejects information that refutes that narrative, suffers from a level of paranoia, and has serious issues perceiving reality. The Royal Family just needs a need therapist or psychiatrist on hand.
